Bank of Japan Keeping an Eye on Easing's Effect on Crude-Oil Prices

Bank of Japan Gov. Masaaki Shirakawa said on Saturday policy makers are closely watching the impact of looser monetary policy on crude-oil prices.

Along with the European Central Bank and the U.S. Federal Reserve, the Bank of Japan is taking unconventional steps to boost the economy. For examples, it boosted asset purchases by 10 trillion yen on Feb. 14, and it pledged to keep ultraeasy policy until a 1 percent inflation goal is in sight.

Speaking at a Group of 20 meeting in Mexico City, Shirakawa said policy makers were closely watching the effects -- and side effects -- of monetary easing on crude prices, which rose above $125 a barrel to end in proximity to a 10-month high on Friday.

But Shirakawa said he did not see monetary easing as a big factor and that the recent spike was more likely due to geopolitical tensions, meaning Brent oil's recent gains have been fueled mainly by worries over Iranian supply.

Behind the United States and China, Japan ranks No. 3 among countries in terms of total crude-oil consumption.

NBC: Feds launch criminal probe in Sandusky case

Federal prosecutors have subpoenaed documents and computer hard drives from Penn State University as part of a new criminal probe into what school officials and board members may have known about alleged child sex abuse by former football defensive coordinator Jerry Sandusky, three sources familiar with the case tell NBC News.

Investigators are also trying to determine if Penn State board members may have made previously undisclosed payments to "third parties" relating to Sandusky, according to two of the?sources, both of whom have?direct knowledge of the subpoena.

The broad scope of the subpoena, the existence of which was confirmed by a university spokeswoman, indicates that federal agents may be investigating a potential cover-up of Sandusky's alleged abuse by top school officials, according to the sources, who spoke on condition of anonymity. The sources said it seeks?records -- including internal?emails -- dating to 1998 from the computers and files of three former top Penn State officials:?former President Graham Spanier, former Athletic Director Tim Curley and former Vice President Gary Schultz, who was in charge of the campus police.

All three were named in a Pennsylvania state grand jury report in November as having been told about an allegation relating to Sandusky and a young boy in the school's athletic locker room in?2002. Spanier subsequently resigned and Curley and Schultz were were?fired by the university. All?have denied any wrongdoing.?

The subpoena also seeks records?about Penn State board members and The Second Mile, the charity for troubled children that Sandusky founded, the sources said. It also asks for documents on reports about ?allegations of misconduct by staff or individuals associated with the university,? according to a statement released Friday afternoon by Penn State.

The subpoena was signed by two federal prosecutors in the office of U.S. Attorney Peter Smith in Harrisburg, Pa. on Feb. 2 and demands that all records be turned over by Feb. 29, the sources said.

Before the university released its statement, Penn State spokeswoman Lisa Powers confirmed the university had received the subpoena, saying, "The?university is fully cooperating with this request for information." She declined further comment.

The U.S. Attorney?s Office in Harrisburg declined to comment.

Pennsylvania state prosecutors have charged Sandusky with more than 50 counts of child sex abuse involving 10 young boys over a 15-year period. He has denied the charges and a trial has been set for May. NBC News reported in December that federal prosecutors were considering whether to open a separate probe because of allegations that Sandusky may have transported a boy who he allegedly abused across state lines -- to out of state bowl games in Tampa and San Antonio. Federal officials were also trying to determine if Sandusky used computers to communicate with or solicit his alleged victims -- another potential violation of federal law, a federal law enforcement official told NBC News.?

The confirmation of the subpoena by Penn State is the first concrete sign that the federal criminal investigation has already begun. A spokesman for the Pennsylvania State Attorney General's Office declined to comment, saying only that the office is "in close communications" with federal law enforcement officials, including the U.S. Attorney's Office in Harrisburg.

Guest Post: An interview with screenwriter Amy Talkington

Eilis Mernagh is a screenwriter whose latest short script, TIGER, is set to be produced this year, directed by award-winning director Cathal Nally. Eilis heard Amy Talkington speak at the 2011 Austin Film Festival and followed up with her for an interview. She generously shared her subsequent blog post with us. For more from Eilis, visit her blog, Dublin to Hollywood. When you?re embarking on a venture it?s always good to hear from someone who?s been there and done that. So if you want to be a screenwriter, why not talk to an established writer?

One of the sessions at this year?s Austin Film Festival featured an interview with screenwriter Amy Talkington and her agent, talking about their working relationship. It was one of the most informative and interesting panels of the festival. I contacted Amy afterwards and she kindly agreed to answer some questions for this blog about her career to date and life as a working writer in Hollywood.

Amy is a writer and director based in Los Angeles. Originally from Texas, she graduated from Barnard College with a degree in art history and went on to achieve an MFA in film from Columbia University?s film division. Amy?s short films ?Our Very First Sex Tape? (2003), ?The New Arrival? (2000), ?Bust? (1999), ?Second Skin? (1998) and ?Number One Fan? (1997) were selected for numerous distinguished festivals including Sundance. Second Skin earned her the New Line Cinema award for Best Director. She wrote and directed the feature film, ?The Night of the White Pants,? released in 2008, which starred Tom Wilkinson, Nick Stahl and Selma Blair.

Amy has written screenplays for several major studios, including Fox 2000, 20th Century Fox, MGM, Summit Entertainment, Disney and New Line Cinema. She penned the remake of the Eighties teen movie ?Valley Girl? for MGM and the remake of ?Private Benjamin? for New Line Cinema with Anna Faris set to star. Most recently she worked on ?Kicked, Bitten and Scratched? for Summit Entertainment and sold an original pitch to Disney, which she is currently writing.

?In TV, Amy wrote ?Avalon High? for the Disney Channel (for which she won a 2010 WGA award) and the ABC family movie ?Brave New Girl? which starred Virginia Madsen and Lindsay Haun.

While Amy?s primary focus has been on traditional narratives for film and television, she is also accomplished as an interactive, new media filmmaker, where she strives to experiment with new kinds of storytelling. She co-wrote and directed the world?s first 360-degree movie, ?The New Arrival,? for which The New York Times named her ?one of the few women to break out on the internet.? She also wrote and directed ?Confessions,? an interactive web project which was released on atomfilms.com in August, 2007.

Thanks for giving this interview! Can you give some details about how your interest in film developed and in particular your interest in writing for film??

In my teens, I was a painter but I also loved to write fiction and I loved music. I wasn?t quite sure how to choose between them. But then, during college, I saw some inspiring art films and suddenly realized that writing and directing film would encompass all the things I things I loved. ?

You wrote and directed five short movies at the start of your career ? how did these develop? How did you approach the process of making what were (presumably!) low budget films?

I made my first two shorts while I was a graduate student in the Film Division at Columbia University. The film school setting provides a community to help develop and make a short. But, from the very first film, I strived to make the films as professional as possible and reached out to the independent film community in New York for my key crew and cast. I always encourage students not to settle and to reach for that composer or cinematographer or actor who you admire. You never know, if they like your script and they?re available, they might work on your film!

?Would you regard Second Skin as having been your ?big break? and can you talk a little about how it arrived at New Line?

Yes, ?Second Skin? was my entr?e into both the independent film community and Hollywood. I traveled with that film to many film festivals and, through those festivals, got to know many people in the NYC indie scene. And then, when Columbia screened it in Los Angeles (because I?d won the award for ?Best Director?), a young agent from United Talent Agency saw it and contacted me. She is still my agent today. As for the New Line Cinema Awards, New Line had a relationship with Columbia?s Film Division at the time and they sponsored two awards that ?Second Skin? won.?

Night of the White Pants has an amazing cast. Can you talk about how you attracted actors like Tom Wilkinson and what it was like directing your first feature film??

Tom just really loved the script. He also liked the idea of working with Nick Stahl again (they?d done ?In The Bedroom? together some years before). I was really lucky that he happened to have a window of time and hadn?t done an indie in a while. Then, once Tom and Nick were in, the project was very attractive to many actors who wanted to work with them. It was 100 degrees in Dallas and every day was hard as hell but we had a great time making that movie. ?

Is the finished movie very similar to the script or did you have to change a lot during production??

We definitely had to make a lot of compromises due to the small budget and short shooting schedule but the movie is pretty close to the original script. The voice over was added in post, that?s one of the biggest changes from the shooting script.?

Can you talk a little about the process of ?pitching? to the studios and how do you approach this?

Pitching is hell. And the way I approach it is by being as prepared as possible. I have a rock solid set of notes and I pitch ?off? of them. I know a lot of people say you shouldn?t pitch off of notes, but it works for me. I practice a lot beforehand so that it doesn?t seem like I?m reading notes. I try to make it feel as casual as possible.?

Private Benjamin is a beloved film for a lot of people ? it?s certainly one of my favourites! How do you approach writing a remake of a well-known movie??

That was tough. I love the original too!! I kind of had forget about people?s expectations and just try to write the best script possible and one that felt as fresh as the original. It?s currently being rewritten by someone else so? we?ll see how it turns out!?

What?s your writing process like? Do you outline/write a treatment before starting??

Yes, I do write a fairly detailed treatment and I work off of that. On the studio assignments you kind of have to. When I?m writing something for ?myself? I usually have an outline but it?s less developed. ?

What?s your writing schedule like ? do you write everyday at a set time, for example?

I write five days a week, five to seven hours a day, depending on how much I have going on. I usually like to write in the mornings, maybe 8am ? 2 or 3pm.?

The issue of ?movies for women? often comes up at festivals. Do you feel that as a female writer, you can do a better job of telling a woman?s story? And do you feel that there are differences in the industry working as a female writer??

Oh boy, that?s a pretty complicated issue. Not sure I can really tackle it here. I feel very capable of writing male and female characters. And, as far as the industry goes, I try not to think about the dismally low percentages of working female writers and directors. I choose not to focus on it and just keep working hard. ?

You write for film and TV but also for the internet ? what are your favourite things about writing for these different mediums??

I am very interested in interactive storytelling. We are at an exciting time when a new kind of storytelling might emerge. I love to explore that. ?

I saw an interview with you and your agent Rebecca Ewing at AFF and you seem to have a very good working relationship. Do you have any tips for young writers on a. finding a representative and b. working effectively with an agent once you get one??

I really lucked out in terms of getting a representative so quickly and easily. But, I think the best way to find a good representative is to write a great script.? And as far as working effectively with an agent? I don?t know, I guess it?s the same as any working relationship ? don?t be a jerk!?

Lastly, do you have any practical advice in general for writers starting out in their careers??

Be prepared to work hard and face a lot of rejection. If you can?t handle either of those things than it?s probably not the right line of work.?

Bill Clinton PBS Documentary: Robert Reich, Dick Morris Dish On Monica Lewinsky Scandal

Monica Lewinsky's name will likely find its way back into the headlines when PBS runs its two-part, four-hour documentary on former president Bill Clinton Monday night.

The documentary, titled "Clinton," is part of PBS' "American Experience" series and covers the domestic and international issues that marked Clinton's two-term presidency.

But it's what Clinton's closest advisors have to say about the president's 1998 affair with Lewinksy that may be of greater interest to many.

Among those interviewed are the former president's re-election campaign manager, Dick Morris, who recalls the moment Clinton confided in him about the affair.

"When the Lewinsky scandal broke, the President paged me and I returned the call," Morris says in this video preview clip. "He said, 'Ever since I got here to the White House I've had to shut my body down, sexually I mean, but I screwed up with this girl. I didn't do what they said I did, but I may have done so much that I can't prove my innocence."

Covering up the affair would ultimately lead the House of Representatives to bring impeachment charges of perjury and obstruction of justice against Clinton, who was acquitted after a 21-day televised Senate trial.

President Obama Offers Tax Gimmicks to Win His Re-Election (ContributorNetwork)

COMMENTARY | Surely, most Americans like the sound of the 2 percent payroll tax cut. But is Obama's strategy to re-invigorate the economy going to stimulate job growth? Or, as Reuters tells us, will those businesses losing dozens of tax breaks simply choose to make their employees increase productivity for the same rate of pay and pass increased prices on to consumers? While the president may be jockeying for re-election with an ear-tickling tax cut, it could still cost him his job.

In an interview with NewsMax.com, Representative Jim Jordan R-Ohio accuses President Obama of offering America nothing more than "more taxes, more spending, more failure." The implication being America is heading for the same type of debt crisis which Greece is suffering through now.

Representative Jordan says, "Three months ago, we crossed a line you never want to cross -- our debt to GDP ratio is now one to one. We have a $16 trillion debt. We have a $15 trillion to $16 trillion annual economy. Whenever you get in that area, that's the danger zone. That's exactly where Greece was, that's where Italy is, that's where so many countries in Europe that are having problems are. And now, the greatest country ever is in the same position."

Although I'm not a Republican, I find myself agreeing with conservative voices on the president's approach to spending. Our economy is one designed for a free market. In order for a "big government" approach to bring a solution for our economic difficulties, we'd have to make a massive paradigm change to business-as-usual in our country. In a socialist country, big, strong government is a good thing. In an economy based on free-market principles, a big, strong government is the problem.

Captains of industry in the United States enjoy tax breaks because they're the job creators of a capitalist society. Their investments generate sales tax revenues from other industries, create job growth itself and ultimately, said companies' profits also provide tax revenue to the government itself. Those business-people who create the jobs are the life-blood of the economy. The Obama Administration has a wonderful grasp of some major social issues. But when it comes to the economy, he fails to understand American government has one primary role in business -- take it easy on the businesses of our economy.

As a final point -- one which few tax-happy bureaucrats like President Obama will ever share with the common man -- While lowering the average American's payroll taxes sounds good on the surface, the benefit is voided if businesses are also required to pay higher taxes. Oxford Hills Comprehensive High School football coach Paul Withee resigned his positions as coach and middle school science and math teacher on Monday, a week after he posted a nude photo of himself on Facebook.

School Superintendent Rick Colpitts says Withee intended to send the explicit photo to a friend but ended up making it public to his Facebook friends. Colpitts says the photo was posted for 10 minutes, which was long enough to be seen by a parent who brought it to the school administrators? attention.

The amazing thing about this is that the photo was live on Facebook for all of 10 minutes, but that was long enough for the hounds of retribution to be unleashed.

Old well becomes focus of search for more bodies (AP)

SAN FRANCISCO ? A death row inmate has led authorities to an area of Northern California believed to be the burial sites of two victims of the notorious "Speed Freak Killers," as searchers focused Saturday on an abandoned well for any additional remains.

A partial human skull and bones were found buried Friday on a remote property in Calaveras County. A day earlier, searchers found a skull and bones at another site in the area about 60 miles south of Sacramento.

They were led there by inmate Wesley Shermantine, who was convicted of murdering 16-year-old Chevelle "Chevy" Wheeler. Authorities say he and childhood friend Loren Herzog killed the girl as part of a methamphetamine-fueled killing spree in the 1980s. The two were arrested in 1999.

Deputy Les Garcia, spokesman for the San Joaquin County sheriff's department, said it would take time to identify the remains found Friday. But Wheeler's parents said authorities notified them that the remains were found in a spot where Shermantine said their daughter was buried after she disappeared in 1985.

"They said they found her wrapped in a blanket," Paula Wheeler, the girl's mother, told The Associated Press by phone from the family's home in Crossville, Tenn. "This is a happy day. We can finally have some closure."

The remains found Thursday were thought to be of Cyndi Vanderheiden, a 25-year-old last seen in front of her Linden home in 1998. Both sets of remains were found in two sites near property once owned by Shermantine's family.

Shermantine agreed to disclose the locations of bodies in return for a bounty hunter's offer of $33,000. He is giving hand-drawn maps to authorities, who are now turning their attention to a third site ? an abandoned well ? in San Joaquin County.

The old cattle ranch well near the town of Linden, just outside of Stockton, has layers of backfill that have slowed down its excavation, authorities said. Shermantine claims Herzog buried as many as 10 bodies there.

Shermantine was convicted of four murders and sentenced to death. Herzog was convicted of three murders and sentenced to 77 years to life in prison, though that was later reduced to 14 years. An appeals court tossed his first-degree murder convictions after ruling his confession was illegally obtained.

Herzog was paroled in 2010 to a trailer outside the High Desert State Prison in Susanville. He committed suicide outside that trailer last month after Sacramento bounty hunter Leonard Padilla told him Shermantine was disclosing the location of the well along with two other locations.

Padilla has promised to pay Shermantine as much as $33,000 to disclose the locations of the bodies. He said he hopes to collect on rewards being offered by the state of California for information about several missing persons suspected of being victims of Herzog and Shermantine.

Wondering where your tax refund is? Now, there's an app for that.

It seems there?s an app for everything these days, including checking the status of your income tax refund.

The Internal Revenue Service said Wednesday that it had updated its smartphone app, IRS2Go?that lets you check whether your tax refund has come in yet.

The app also lets you sign up to get tax tips and quickly find out who to call if you have questions. It's free and available for Android and iPhones.

About 300,000 people have downloaded the app since the first version was launched last year, according to the IRS.

It?s not the only way the IRS is trying to keep up with those tech-savvy kids these days. If you?re so inclined, you can also follow the IRS on Twitter and get IRS tax tips on YouTube. They?re also strongly encouraging people to file their taxes online.

California gay marriage ban overturned, appeal planned (Reuters)

SAN FRANCISCO (Reuters) ? A U.S. appeals court on Tuesday found California's gay marriage ban unconstitutional in a case that is likely to lead to a showdown on the issue in the U.S. Supreme Court.

Proponents of the ban said they would appeal the ruling, and

the Protect Marriage coalition that sponsored the ban called the judgment "out of step with every other federal appellate and Supreme Court decision." The appeal is likely to keep gay marriage on hold pending future proceedings.

But gay marriage supporters celebrated. Outside San Francisco City Hall, Breana Hansen stood smiling by her partner, Monica Chacon. "We're so happy. It's a validation for us as a couple," Hansen said.

The majority in the 2-1 decision by the 9th U.S. Circuit Court of Appeals did not address whether marriage was a fundamental right available to same-sex couples as well as heterosexuals. But the two judges ruled that California's Proposition 8 ban did not further "responsible procreation," which was at the heart of the argument by the ban's supporters.

California joined the vast majority of U.S. states in outlawing same-sex marriage in 2008, when voters passed the ban known as Proposition 8.

That socially conservative vote by a state more known for hippies and Hollywood was seen as a watershed by both sides of the so-called culture wars, and two gay couples responded by filing the legal challenge currently making its way through the federal courts.

A federal judge in San Francisco struck down Proposition 8 in 2010, and gay marriage opponents appealed that ruling to the 9th U.S. Circuit Court of Appeals.

Opponents and supporters of same-sex marriage both have said they are ready to appeal the decision all the way to the U.S. Supreme Court.

Opponents of gay marriage have not decided whether to ask a larger 9th Circuit panel to hear the matter, or appeal directly to the Supreme Court, Andrew Pugno, general counsel for Protect Marriage and a lawyer on the team defending Prop 8, said by email.

The 9th Circuit's rules allow at least two weeks before a ruling takes effect, so same sex marriages cannot immediately resume in California, court spokesman Dave Madden said.

BROADER QUESTION NOT AT ISSUE

The 2-1 decision from the 9th U.S. Circuit Court of Appeals featured two judges appointed by Democrats ruling against the ban, while a Republican-appointed judge dissented.

In the ruling, Judge Stephen Reinhardt focused on the unique circumstances of Prop 8 in California.

"Although the Constitution permits communities to enact most laws they believe to be desirable," Reinhardt wrote, "it requires that there be at least a legitimate reason for the passage of a law that treats different classes of people differently."

"There was no such reason that Proposition 8 could have been enacted," Reinhardt wrote.

Backers of Prop 8 had said that it would advance better child-rearing, but Reinhardt said the only effect of the measure was to deny same-sex couples the right to describe their relationship as a "marriage."

"Proposition 8 therefore could not have been enacted to advance California's interest in childrearing or responsible procreation," he wrote, "for it had no effect on the rights of same-sex couples to raise children or on the procreative practices of other couples."

Judge Michael Daly Hawkins joined Reinhardt's opinion, while Judge N. Randy Smith dissented from the main constitutional findings.

"The optimal parenting rationale could conceivably be a legitimate governmental interest" for passing the gay marriage ban, wrote Smith. "I cannot conclude that Proposition 8 is 'wholly irrelevant' to any legitimate governmental interests."

About 40 of the 50 U.S. states had outlawed gay marriage before a California state court ruled in 2008 that a ban was unconstitutional, leading to a summer of gay marriages. But California voters that November decided to change the state constitution to limit marriage to a man and woman.

It provoked some gay rights activists to take a matter that had been waged on a state-by-state basis to federal court, essentially staking the entire agenda on one case. Republican Ted Olson and Democrat David Boies - attorneys who represented George W. Bush and Al Gore, respectively, in the legal case that decided the 2000 presidential election - joined forces to take on Proposition 8 in court.

The U.S. Supreme Court is seen as a more conservative body than the lower courts that have been considering the case. Should the high court eventually decide to hear the case, much may depend on Anthony Kennedy, a Republican-appointed justice who has written important pro-gay rights decisions but has not explicitly endorsed gay marriage.

Six states - New York, Massachusetts, Connecticut, Vermont, New Hampshire and Iowa - allow gay marriage, as does Washington, D.C.

In addition, New Jersey and Washington state are considering legislation to legalize same-sex marriage, and gay rights activists in Maine say they plan to bring the issue to voters in a referendum in that state.

MANHATTAN, KAN. -- Think of it as cooking with carbon spaghetti: A Kansas State University researcher is developing new ways to create and work with carbon nanotubes -- ultrasmall tubes that look like pieces of spaghetti or string.

These carbon nanotubes -- made of graphene, an atom-thick sheet of carbon -- have the perfect ingredients for improving laser detectors and rechargeable batteries, according to research by Gurpreet Singh, assistant professor of mechanical and nuclear engineering. Singh is working on several projects with carbon nanotubes and polymer-derived ceramic material.

One project involves new ways to cook or create a ceramic carbon nanotube material. The conventional way to make this type of material is to take a liquid polymer, pour it into a mold and heat it in an oven until the polymer forms a ceramic.

Singh's team tried a new approach. They are among the first to create their own modified liquid polymer with four ingredients: silicon, boron, carbon and nitrogen. But rather than heating this liquid polymer in an oven, they heated it in a conventional microwave -- the kind used in kitchens. They found that the microwave heats the nanotubes just as well as an oven.

"What we did is reduce the time to construct ceramic," Singh said. "If you use an oven or heater, you have to heat it for awhile. With the microwave, it is fast heating within a few minutes."

Their work -- co-authored with their university colleague William Kuhn, professor of electrical and computer engineering -- recently appeared in the journal Applied Materials and Interfaces, published by the American Chemical Society. Another publication involving conventional processing will appear in the Journal of the American Ceramic Society.

Once this ceramic carbon nanotube material is created, it has multiple applications. Singh's team is involved in a project with the Laser Radiometry Team at the National Institute of Standards and Technology, or NIST, in Boulder, Colo., which works to develop measurement methods for high-power industrial lasers for manufacturing.

Singh's team is assisting the institute in improving how laser power is measured. Currently, laser measurements involve a cone-shaped copper detector covered in carbon paint. The laser shines through the cone, is absorbed by the black paint, heats the copper cone and then heats a waterfall at the detector's back end. By measuring the rising temperature of the water, scientists can determine the energy of the laser.

Their battery work will appear later this year in the journal Nanomaterials and Energy, published by the Institution of Civil Engineers. The researchers are currently charging and recharging the batteries for several cycles to understand how long the batteries made from the materials can last.

A final project from Singh's team involves the use of "nano-fingers," which are sharp tungsten needles that can probe and pick up carbon nanotubes. The researchers use these nano-fingers under an electron microscope to perform studies with individual carbon nanotubes and ceramic nanowires.

Singh's research has been supported with $57,000 from the EPSCoR program with the National Science Foundation. His research team consists of two graduate students -- Romil Bhandavat and Lamuel David, both doctoral students in mechanical engineering, India,-- and one undergraduate student, Uriel Barrera, a sophomore in mechanical engineering, Olathe.

MANHATTAN, KAN. -- Think of it as cooking with carbon spaghetti: A Kansas State University researcher is developing new ways to create and work with carbon nanotubes -- ultrasmall tubes that look like pieces of spaghetti or string.

These carbon nanotubes -- made of graphene, an atom-thick sheet of carbon -- have the perfect ingredients for improving laser detectors and rechargeable batteries, according to research by Gurpreet Singh, assistant professor of mechanical and nuclear engineering. Singh is working on several projects with carbon nanotubes and polymer-derived ceramic material.

One project involves new ways to cook or create a ceramic carbon nanotube material. The conventional way to make this type of material is to take a liquid polymer, pour it into a mold and heat it in an oven until the polymer forms a ceramic.

Singh's team tried a new approach. They are among the first to create their own modified liquid polymer with four ingredients: silicon, boron, carbon and nitrogen. But rather than heating this liquid polymer in an oven, they heated it in a conventional microwave -- the kind used in kitchens. They found that the microwave heats the nanotubes just as well as an oven.

"What we did is reduce the time to construct ceramic," Singh said. "If you use an oven or heater, you have to heat it for awhile. With the microwave, it is fast heating within a few minutes."

Their work -- co-authored with their university colleague William Kuhn, professor of electrical and computer engineering -- recently appeared in the journal Applied Materials and Interfaces, published by the American Chemical Society. Another publication involving conventional processing will appear in the Journal of the American Ceramic Society.

Once this ceramic carbon nanotube material is created, it has multiple applications. Singh's team is involved in a project with the Laser Radiometry Team at the National Institute of Standards and Technology, or NIST, in Boulder, Colo., which works to develop measurement methods for high-power industrial lasers for manufacturing.

Singh's team is assisting the institute in improving how laser power is measured. Currently, laser measurements involve a cone-shaped copper detector covered in carbon paint. The laser shines through the cone, is absorbed by the black paint, heats the copper cone and then heats a waterfall at the detector's back end. By measuring the rising temperature of the water, scientists can determine the energy of the laser.
