Police: Explosion strikes central Nigeria

LAGOS, Nigeria (AP) ? An explosion struck a city Sunday in central Nigeria that has seen hundreds killed in religious and ethnic violence in recent years, causing unknown injuries as diplomats had warned of possible terrorist attacks over the Easter holiday, police said.

The blast struck Kaduna, the capital of Kaduna state, as churchgoers prepared to celebrate the holiday. Kaduna state police spokesman Aminu Lawan confirmed the blast, but said authorities were yet to make it to the scene.

There was initial confusion over the location of the blast. A witness said the blast occurred near All Nation Christ Assembly Church in the city. Yushau Shuaib, a spokesman for Nigeria's National Emergency Management Agency, told The Associated Press that the blast happened in a local market where many eat in the city.

"There are definitely injuries," Shuaib said.

It was not immediately clear if the explosion occurred from a bomb blast or an accident.

The blast happened as the United Kingdom and the United States had warned its citizens living in the oil-rich nation that violence was likely over the Easter holiday. Nigeria's weak central government is under increasing attack from a radical Islamist sect known as Boko Haram.

Boko Haram, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, is waging an increasingly bloody fight with security agencies and the public. More than 380 people have been killed in violence blamed on the sect this year alone, according to an AP count.

The sect, employing suicide bombers and assault-rifle shootouts, has attacked both Christians and Muslims, as well as the United Nations' headquarters in Nigeria.

The sect has rejected efforts to begin indirect peace talks with Nigeria's government. Its demands include the introduction of strict Shariah law across the country, even in Christian areas, and the release of all imprisoned followers.

Kaduna, on Nigeria's dividing line between its largely Christian south and Muslim north, was at the heart of postelection violence in April 2011. Mobs armed with machetes and poison-tipped arrows took over streets of Kaduna and the state's rural countryside after election officials declared President Goodluck Jonathan the winner. Followers of his main opponent, former military ruler Muhammadu Buhari, a Muslim, quickly alleged the vote had been rigged, though observers largely declared the vote fair.

Across the nation, at least 800 people died in that rioting, Human Rights Watch said. In the time since, heavily armed soldiers remain on guard on roadways throughout Kaduna. In December, an explosion at an auto parts market in Kaduna killed at least seven people. Though authorities said it came from a leaking gas cylinder, the Nigerian Red Cross later said in an internal report the blast came from a bomb.

In February, bombs exploded at two major military bases near the city, injuring an unknown number of people.

The Wanted dropped their swagged-out party track "Chasing the Sun" this week, and despite any literal interpretations one might expect from a video for a song with that title, the guys say they want to go a bit more fun and less obvious.

"We're gonna be flying through space, literally, running after the sun the whole three minutes," Nathan Sykes joked to MTV News after they stepped off the "American Idol" stage Thursday night.

But bandmate Jay McGuiness quickly clarified that's not the case at all. "We saw a lot of treatments and a lot of them took it literally, somewhere chasing the sun," he said. "But we decided we weren't into that. We worked with a director called Director X, so we know it's going to be a good party. But we'll leave the details until we release it."

Director X has already hooked up with the guys on two of their videos, the sun-drenched "Glad You Came" and the darker clip for "Warzone." "Chasing the Sun" is the lead single from the Wanted's forthcoming U.S. debut, set for release later this month, and Max George is counting down the days until it drops.

"We've got an EP coming out on the 24th of April that's all ready to go. I wish it was out now, really," he said. "We're really excited for it to come out. Hopefully all our fans will love the other songs. We've got some singles we've done in the U.K. We've got some new songs we've written. I think they'll like it, I hope."

And while the album is done, Tom Parker noted there could be a last-minute guest on it. "For 'Chasing the Sun' there's an American rapper, potentially, and he's very good and I can't mention who he is," he teased. The guys added he's someone who loves cats but noted it's not Cee Lo Green, who frequently chills with his cat Purrfect on "The Voice."

Sykes said the rapper would appear on "just the single version; the full version of the track will be on the EP. Potentially the single version is with this unnamed rapper. He's very talented."

During the first six months of last year, the federal government deported more than 46,000 parents who claimed their children are U.S. citizens, according to a new report that has raised concerns about what happens to children after their parents are expelled.

An additional 21,860 parents of U.S.-citizen children were ordered out of the country but may not have left, according to the Immigration and Customs Enforcement report to Congress last week.

The report, which reflects statistics from January through June 2011, is the first time the government has released detailed information on the number of parents of U.S.-citizen children who have been deported. The agency was directed by Congress in 2010 to begin collecting the data.

Department of Homeland Security Secretary Janet Napolitano said Wednesday that she was concerned about U.S.-citizen children whose parents have been deported. But she said the government has increased its emphasis on deporting immigrants with criminal convictions, and the majority of the parents? deportations fell into that category.

?The No. 1 concern all of us should have is, ?Where are the children? What?s going on with the children?? ?Napolitano said during a meeting with reporters and editors at The Arizona Republic. ?But the plain fact of the matter is having a child in and of itself does not bestow citizenship.?

A 2009 report by the Department of Homeland Security?s Inspector General estimated that more than 100,000 parents of U.S.-born children had been deported between 1998 and 2007.

The large number of parental deportations alarmed some members of Congress and immigrant advocates, prompting officials in President Obama?s administration to point out that the removals took place before a new policy took effect in the second half of last year. That policy directs ICE agents and prosecutors to focus more attention on deporting dangerous criminals and use discretion to allow some illegal immigrants, including those with U.S.-citizen children, to stay in the country if they have not committed crimes.

However, immigration-enforcement advocates said the report was intended to create support for Obama?s goal of allowing illegal immigrants to remain in the U.S. and eventually gain legal status by generating sympathy for their children.

ICE statistics show that 74% of the 46,486 parents of U.S.-citizen children deported had been convicted of crimes. Another 13% had been previously removed from the country, and 4% were fugitives ? immigrants who failed to comply with deportation orders.

?We made a big point of putting some real law-enforcement priorities into ICE so that their focus is on those with criminal convictions, repeat offenders, fugitives and those we pick up right at the border before they?ve had an opportunity to get into the interior of the country,? Napolitano said.

The report could increase concerns among some politically important Latino voters over the record numbers of deportations that have taken place under Obama and his failure to deliver comprehensive immigration reform, including a legalization program for millions of illegal immigrants.

Members of the Congressional Hispanic Caucus condemned the deportations, saying they are tearing families apart.

?This report is the latest example of the terrible toll our broken immigration system is taking on families,? Rep. Lucille Roybal-Allard, D-Calif., said in a prepared statement. She requested the report. ?We can?t continue to claim to value families while deporting parents in the tens of thousands.?

Roybal-Allard cited a 2011 report by the Applied Research Center, a liberal organization, that said 5,100 children in the U.S. were living in foster care after their parents were deported.

Laura Vazquez, immigration legislative analyst at the National Council of La Raza, a Latino and immigrant advocacy group in Washington, said ICE should not be deporting parents convicted of minor crimes.

ICE did not provide a breakdown of the types of crimes committed by the deported parents of U.S.-citizen children.

An analysis of the statistics shows that the 46,486 parents of U.S.-citizen children deported during the first six months of 2011 represented 22% of the overall 211,167 people ICE deported during that time period.

Gerald Burns, a Chandler, Ariz., immigration lawyer who is president of the Arizona chapter of the American Immigration Lawyers Association, said he agreed the government should be deporting immigrants who have committed violent crimes, regardless of whether they have U.S.-citizen children. But he said the majority of the cases he sees in court involve parents convicted of minor crimes, including using false papers to work.

He said the majority of U.S.-citizen children whose parents are deported remain in the U.S. with other relatives or leave the country with their parents.

When parent breadwinners are deported, it it puts an added strain on those left behind, and in some ?extreme cases,? the children wind up in foster care, he said..

?When you take children away from parents, of course there is an effect on their development and on their mental health,? Burns said.

What?s more, older siblings often must step in to care for younger children when a parent is deported, limiting their own opportunities to succeed, Burns said.

Mark Krikorian, executive director of the Center for Immigration Studies, a Washington, research organization that favors tougher immigration policies, said the deportation of large numbers of parents of U.S. citizen children is the result of the government?s past failure to adequately enforce immigration laws.

The report showed the longer illegal immigrants are allowed to stay, the more likely they are to have children born in this country, he said.

?If we had been more conscientious about deporting them earlier, then a lot of (the children) would have been born in Mexico? not the U.S., Krikorian said.

Krikorian said he considers the report a political ploy aimed at gaining support for Obama?s efforts to let more illegal immigrants remain in the United States through his new deportation policy in the short term and eventually through immigration reforms that would allow illegal immigrants to gain legal status.

?He is trying to create support for his administrative amnesty where parents of U.S. kids are allowed to stay,? Krikorian said.

Unofficial March 2012 Maui Real Estate Statistics ? Maui Real ...

April is here and that means it is time to check in on how the Maui Real Estate market performed in March. Market activity is a frequent subject of conversation on our island. I have had more than a few interactions this month where people have asked, ?Is it true the market is on fire?? Others have stated unequivocally that the Maui Real Estate market is booming again. Needless to say, there appears to be quite a bit of hype about Maui property sales. The question I have is whether the market meets the hype. That?s what I am hoping to answer with this month?s Unofficial Maui Real Estate statistics. Without further ado, here is what I found after sorting through the Maui MLS data for the month of March.

By my count, Maui Realtors have reported 80 home sales for March 2012 at a median price of $432,500. That compares to 89 homes sold in March 2011 at a median of $450,000. That is around a 10% dip in volume and a 4% dip in median prices when comparing this March to last March.

Maui Realtors have reported 128 condo sales last month at a median price of $370,000. By comparison, there were 124 condos sold at a median of $289,000. That represents a 3% increase in volume and a 28% increase in median prices for March 2012 over March 2011.

Land transactions for March 2012 stand at 21 sales at a median price of $455,000. Last March, there were 10 sales reported at a median of $517,500. That is a robust 110% increase in sales volume and a 12% decrease in median price.

The Maui Real Estate market continues to be impacted by the sale of Bank Owned Properties (REOs) and Short Sales. There were 66 bank owned or short sale closes on Maui last Month. Of the 80 homes that sold, 34 were REOs or Short Sales. That is 42.5% of the sales volume. Of the 128 condos that sold, 30 were REOs or Short Sales. That is 23% of the condo sales. Of the 21 land sales that closed, 2 were REOs. There were an additional four bankruptcy sales among the 21 closes.

Looking at the numbers above, the land sales volume is the big stand out for the month. The ugly step child of my unofficial stats posts is getting a day in the sun. Land sales started to slump from a volume stand point in the middle of 2007. Over that span of time, there had been only one month with 20+ sales. That was in early 2008 when there were 24 sales. The majority of those sales were a bulk purchase in a single development. What drove the market resurgence and is this the sign of increasing health in the land market? I would venture that value and opportunity are what drove an upswing in buyers. We are starting to see sellers adjust their pricing to levels where buyers are willing and able to purchase. The question remains whether March will start the beginning of an improved land market or if it is just an anomaly. There is still between 4 and 5 years worth of land inventory on the market so there is quite a ways to go before we see the dynamics in place to substantially raise values.

The condo market produced the second most eye catching number of the month with a 28% increase in median over March 2011. To be clear, this jump does not mean condo values have increased 28% over the last year. The biggest reason behind the change relates to where market activity is occurring. During March of 2011, much of the sales activity was lower priced bank owned properties. This year, there is less bank owned inventory and tighter entry level inventory. This has actually led to some modest price increases for some entry level condos. This shouldn?t come as too big a surprise as this segment of the market was the first to see prices decrease and was the hardest hit segment of the Maui market.

While lower priced activity has slowed due to lack of inventory, we have seen more activity in the middle ranges of the condo market. The increase in middle range sales is helping to push up medians. Buyers appear to be responding well to new development properties with 30 sales that were new developer offerings last month. Much of this new development activity is happening in the middle price ranges of our market. We are also seeing a little more activity in the middle ground of the second home and vacation rental market. This is part of a national upswing on vacation rental properties and second homes. Canadian buyers continue to have an impact as currency exchange remains favorable. While the middle ground has been stronger, the ultra luxury condo market is off a little over last year. There were 4 sales over $1,500,000 this March compared to 7 sales last March.

The dip in home sales numbers may just be a reflection of monthly variability. Home sales have been alternating between better than the year prior and a little slower than the year prior for the last few months. While the numbers are by no means poor, they do contradict the word on the street. The Maui market appears to be making some strides to a slow recovery, but it may not meet be experiencing the booming recovery that some are proclaiming. It will be interesting to see what the next few months bring us. We are rapidly approaching the end of peak buying season for Maui which should lead to a decrease in demand. On the other side, we continue to see tightening inventories in some segments of the market.

For those that are thinking of sticking their toe in the Maui market, my advice hasn?t changed. Buyers who want to enter the market will find that there are properties priced well below peak market values. The best opportunities can be competitive with multiple offers and above asking sales prices on some of the better values. With that in mind, buyer?s who need assistance with financing should take the time to get pre-approved with a bank up front. It is best to get approval with a bank with experience lending in Hawaii. Buyers should be prepared to strike quickly when they see properties that meet their needs at good prices. Sellers will find that there is still competition via lower priced REOs, short sales and motivated conventional sellers.
